Board Of Directors

The following have been selected from various backgrounds with outstanding skill sets and will be the initial board for Project Encompass, Inc. Maryland: 
  • Pastor Gerard Washington has been turned around by the power of Christ, he understands the need and value of approaching every human being with the message of redemption.  I truly embraced the need that Project Encompass desires to fill. Pastor Gerard Washington is a graduate of Morgan State University School of Business Administration in 1977.  He is a successful business man in the field of insurance.  Pastor Washington volunteered for the Christian Jail Ministry from 2001 until 2011. This organization ministers to those who are incarcerated at the Howard County Detention Center in Jessup, MD.  They offer counseling, church services and other ministries to uplift the men and women there.  In 2012 Pastor Washington became the Chaplain at the detention center.   Rev. Washington was very instrumental in doing some of the footwork that allowed Celebrate Recovery to enter into the Maryland Correctional Institutions. He was also one of the first volunteers for CR Inside in Maryland.     Pastor Gerard Washington is an ordained minister of the Church of God and he also sits on the Board for the Christian Jail Ministry. He mentors men that are reentering into society, who are looking for a changed life.  He is married to Gwendolyn Washington and has four children.
Ms. Niki Deanda is a Sr. Technology Training Specialist. As a consultant trainerMs. Deanda has developed, implemented and    conducted virtual training and in person regional workshops for international and domestic users of mission critical applications and web products for both the gov't and private sectors. 

Ms. Deanda participated in interagency working groups to review training SOP’s for Capability Maturity Model Integration( (CMMMI) Level 3 certification, conducted software application courses at (FSI) Foreign Service Institute for participants planning to serve overseas as foreign service officers and participated in a curriculum review boards that focused on time- line constraints, current educational trends, test scores, risk mitigation and needs assessment. 
As an educator for Baltimore City Public Schools, Ms. Deanda represented and mentored new kindergarten teachers at  various seminars to exchange information on first year transition issues. 

Ms Deanda also resides on the Board of the Serenity Center in Columbia, MD, assisting the recovery community.  She has a passion for helping people and has worked with Rich Concepts, LLC in providing Workforce Development training.
Ms Deanda holds a Masters Degree in Education Media & Design Technology and received various awards such as,
Course Director’s Award – Training and Motivation, Full Sail University2012; Biltmore’s Who’s Who for Training  Professionals, 2013 & 2012; Vice President Gore’s Hammer Award, IAWG, 1999

  • Gwendolyn Washington currently serves in the mentoring program as a mentor for females for the program “Year Up” based in Baltimore on the campus of BCCC. Year Up is a one-year, full-time professional IT training and internship program for 18-24 year olds with a High School Diploma or GED.She has been retired for two years after 42 years of employment with the Federal government. Her specific agency was the Social Security Administration and two thirds of her employment was primarily in the Office of Disability overseeing the processing of disability benefits being paid to disabled beneficiaries. She is a Christian women and a long time faithful member of Celebration Church where she serves as a Deacon and on various other ministries.

Mr. Philip A. Green is a retired Non-Commissioned Officer (NCO) and Senior Signals Analyst that served a distinguished career in the US Army for over 20 years. Mr. Green founded INNOPLEX, LLC in 2005 to provide the benefits of his experience and expertise to serve the interests of the company’s government clients, whose missions are critically important to the United States, the Department of Defense, and the nations’ citizens. Mr. Green holds a BS Degree in Information Systems Management from the University of Maryland, University College and Graduated from the US Military's Undergraduate Intelligence Program. Born and raised on the South Side of Chicago, IL, he is a Bear's/Ravens fan who resides in Clarksville, MD.  Phil is married to Denise Green.  Denise and Phil have three children: Phil Jr. (31) Christopher (27) and Marissa (19).  When not working, Phil enjoys exercising, keeping his wife happy and participating in local church activities.


Kenneth Cooper, RN is the founder of Graceful Living Senior Care Advisors His agency specializes in helping people find the right assisted living home and/or care options for seniors that are tailored to their unique needs and desires.His team of expert senior care advisers conducts regular surveys of assisted living homes and other care options to find their clients the most suitable care environment. Mr. Cooper has also managed assisted living homes for over 30 years.
